SEER2 requirements in Texas (DOE 2023 South region)
Texas is in the DOE's South region. Since January 1, 2023, new split-system central AC installed in Texas must be at least 14.3 SEER2 below 45,000 Btu/h (about 3.5 tons) or 13.8 SEER2 at 45,000 Btu/h and above. Split-system heat pumps must meet 14.3 SEER2 and 7.5 HSPF2 nationwide.

What SEER2 means
SEER2 is the 2023 version of the seasonal efficiency rating, measured with a test procedure that better reflects real duct conditions. SEER2 numbers are lower than old SEER numbers for the same equipment, so a 14.3 SEER2 unit is roughly equivalent to a 15 SEER unit.
